Plot Summary

The film begins with Saamiya Siddiqui, a Pakistani lawyer who is handling the case of Veer Pratap Singh, an Indian prisoner who has been held for 22 years on charges of being an Indian spy. Veer has not spoken to anyone in all these years and has been dubbed by the media as "the man who never spoke". Saamiya is determined to find out the truth about Veer and why he has remained silent for so long.

Through a series of flashbacks, the film reveals Veer's story. He was a rescue pilot with the Indian Air Force who met Zaara, a Pakistani girl who had come to India to scatter the ashes of her surrogate mother Bebe (a Punjabi woman) in her native village. Veer saved Zaara from a bus accident and took her to his home in Punjab. There he introduced her to his family and friends as he fell in love with her. Zaara also reciprocated his feelings but was worried about her fiancé Raza Sharazi (Bajpayee), a Pakistani politician who was waiting for her in Lahore.

Veer convinced Zaara to go back with him to Pakistan to tell Raza the truth about her feelings. However, on their way to the airport, they were ambushed by Raza's men who tried to kill them. Veer fought them off and managed to put Zaara on a passing truck. He told her that he would come back for her and asked her to wait for him. However, he was captured by Raza's men and handed over to the Pakistani authorities as an Indian spy.

Zaara did not know what happened to Veer and assumed that he had died in the attack. She decided to honour his love by fulfilling Bebe's final wish of building a girls' school in her village. She became a recluse and devoted her life to the school.

Back in the present day, Saamiya takes up Veer's case and challenges the Pakistani court for his fair trial. She also visits Zaara's village and learns about her story from Shabbo (Dutta), Zaara's friend. She realizes that Veer and Zaara are still in love and decides to reunite them. She also finds out that Raza is now the governor of Lahore and is the one who has been keeping Veer in prison for his personal vendetta.

With the help of Zaara's maid Mariam (Malini), Saamiya brings Zaara to the court on the day of Veer's hearing. She also exposes Raza's role in Veer's imprisonment and proves his innocence. The court releases Veer and apologizes to him for the injustice. Veer and Zaara finally meet after 22 years and embrace each other. They thank Saamiya for her efforts and express their gratitude to Pakistan for giving them a chance to be together.

The film ends with Veer and Zaara leaving for India with Saamiya, who has now become a successful lawyer and a peace activist. They are welcomed by Veer's family and friends at the Wagah border. The film also shows that Veer and Zaara have adopted Saamiya's son, named Samar Pratap Singh, as their own.
